Matthew L. Winkel is a corporate and securities attorney with a background in fund formation, securities regulation, and transactional law.

Matthew’s practice is concentrated on the formation and representation of private investment funds – primarily venture capital, private equity, and hedge funds – in the U.S., Greater Asia and the Middle East/North Africa regions. Matthew works with private equity sponsors, venture capital funds, family offices, limited partners and asset management teams in connection with fund formation matters, manager seed capital investments, secondary transfers, fund restructurings and other corporate transactions involving private investment funds.

Prior to joining Ross Law Group, PLLC, Matthew spent more than six years at Halmos Capital Partners, LLC and its predecessor Macoma Capital Group, LLC, where he handled both transactional and regulatory matters. As Director of Operations & Compliance, Matthew oversaw all compliance-related components of private funds, including Form ADV, Form D and state Blue Sky regulatory filings. Matthew also has experience drafting and reviewing complex formation and fundraising documents for private fund transactions.

Matthew received his law degree from Benjamin N. Cardozo School of Law, with a focus on intellectual property. While at Cardozo, Matthew served on the Editorial Board of Cardozo’s Arts and Entertainment Law Journal. Matthew earned his Bachelor of Arts in Political Science and Anthropology from Fordham University.
